Samuel Wilhelm Belloso

As President of PDV Holding, Inc., Samuel Wilhelm is an experienced global oil and gas business professional with vast experience in the hydrocarbon supply chain, contract negotiations, logistics, trading, and strategic planning. Mr. Wilhem started his career in Petróleos de Venezuela S.A. as crude oil and refined products trader and was promoted to various positions up to Director for Oil and Gas Production and Supply Strategic Associations in the Orinoco Oil Belt. After that, he moved to Houston and served as a business consultant and executive level in various oil and gas - technology companies.

He holds a bachelor's degree in Computer Science from the University of Tulsa and a master's degree in International Management from the American Graduate School of International Management.

Exeario Boscán

Exeario Boscán is a professional in technical sales and commercial development with more than 40 years of experience in sales leadership, business development, and strategic commercial solutions for the oil and gas industry. He worked as the Senior Account Manager for InTerraChem USA, an international chemical solutions company, and prior to that he was in charge of business development and sales accounts for multinationals like Nalco Champion USA and Weatherford in Venezuela.

He holds a bachelor's degree in Chemical Engineering from Missouri University of Science and Technology.

Carlos E. Jordá

Carlos Jordá joined the PDV Holding Board in March 2022. He is the Chief Executive Officer & President of CITGO Petroleum Corporation and is also a Director for both CITGO Holding, Inc. and CITGO Petroleum Corporation.

Mr. Jordá has 51 years of experience in the international oil and gas industry. Prior to CITGO, he served as a Director at Delek US Holdings, Inc., a refining and marketing firm, and as a Consultant in Gaffney, Cline & Associates. He started his professional career in the 1970s in Petróleos de Venezuela, S.A. (PDVSA) where he held several top executive positions in refining, corporate planning, finance and upstream. He also served as chairman of the CITGO Board of Directors from 1999 – 2002.

Mr. Jordá holds a Chemical Engineering degree from the Michigan Technological University and Universidad Central de Venezuela.

Andrés Eloy Padilla

Andrés Eloy Padilla joined the CITGO Petroleum Corporation Board in February 2019 and has simultaneously served as a PDV Holding Inc. Board member. Mr. Padilla is a financial and business professional with multi-industry experience that includes telecommunications, construction, business services, information technology, retail, and automobile industries. Before his current position, Mr. Padilla held senior executive positions in companies in the United States and Venezuela. He worked at Ford Motor de Venezuela S.A, Brightpoint de Venezuela C.A., Engineering and Manufacturing Systems, C.A., and Inversiones Pavil C.A.

He holds a bachelor's degree in Business Administration and an MBA from Florida International University.

Edgar Rincón

Mr. Rincón is a Board member of PDV Holding, Inc. and also serves as CITGO Petroleum Corporation Executive Vice President and Chief Operations Officer. He previously worked as Nabors' Senior Vice President of Operations for the U.S. and as its Chief Procurement Officer and Vice President of Supply Chain. Before joining Nabors, Mr. Rincón served in multiple leadership roles at Pacific Drilling, including Vice President of Procurement and Supply Chain, Vice President Commercial, Vice President Operations Support, and Senior Vice President of Corporate Services. He began his career at McKinsey & Company, where he held various positions in Houston and Caracas, including working with the Petroleum Practice in Houston and serving as a member of the Energy and Materials leadership group for the Andean Community region.

Mr. Rincón holds a bachelor's degree in Mechanical Engineering from the Universidad Simón Bolívar and a Master of Business Administration, with distinction, from the Stephen M. Ross School of Business at the University of Michigan.

Fernando Vera

Fernando Vera is an attorney and serves as Corporate Secretary and General Counsel of PDV Holding, Inc., as well as Corporate Secretary of CITGO Holding, Inc. and CITGO Petroleum Corporation. His practice specializes in energy project development and financial and corporate matters, including the restructuring and implementation of infrastructure projects and investments in hydrocarbons projects. Mr. Vera previously served as a member and corporate secretary of the boards of various oil and gas companies in Latin America. He is a retired counsel of Gámez & Vera Abogados and also served as an attorney in an affiliate of The AES Corporation: C.A La Electricidad de Caracas until 2005 and in The Third Party Business Unit of the Exploration and Production Division of PDVSA until January 2003. Mr. Vera graduated from Universidad Católica Andrés Bello in 1997 and holds a Master of Law (LL.M) degree from The Washington College of Law, The American University, and a Master of Business Administration from IE Business School, Madrid, Spain.
